Build me a new website

Here is an example initial draft list of what will happen when we start to discuss a website redesign.
Here are my notes / thoughts / estimates from today’s meeting. With the view to make the website more usable for mobile users (60% of your users currently) and to make it rank higher and bring in more visitors I propose the following:
Redesign current static html / css website to be fully responsive and content managed (CMS) we can fully redesign the look / feel of the site when redesigning it and it’s the best time to add more pages / services / photos that you want on the site. Will include new stock photos if required
Requirements:
New logo (to be supplied) need image in professional format from designers
Special Offers button / page
Need more new photos for each service (to be supplied via usb stick / camera)
New projects section on website so will need project photos (full before / during / after photos of a multiple service project)
Stock Images to be re-chosen
Consider having a video produced by us similar to the ones we created and put on these sites
Include a price engine into the site
Advanced SEO program where we tweak / changed / improve the site every month while adding content (news posts) to the site and gain you links from 3^rd party sites.
Can offer you a discounted package cost if all options are taken.
Notes
Reference the impact of the special offer, currently your website slider images are setup in a way that will not display images ‘correctly’ to demonstrate this we have put a special offers image on the last slider on the front page.
The new design when you approve it makes it much easier to update / change / improve the site going forward and believe this is what is needed long term
We traditionally do a year end update and review of all sites and your site stands out as there is no updates in your news section  and the visitor numbers are down 22% from the same month last year (but up overall for the year). We can help and advise with both these points.
